Is Photoshop for tablets? Or the comupter? I am very limited by Photo bucket. I've seen punisher make amazing sits and I want to be able to do that!
I have enough time on my hands to make at least 35 dollars.

There is a Photoshop app on ios(idk about android) that only retouches images as far as i know. Yes photoshop is on the computer but it is costly.There are a other free programs such as Paint.Net or Gimp. Paint.Net is more simple but you can get plugins it for it here Plugins, And Gimp is more advanced and you dont need that many plugins
